GR-1089-Core Requirement/Objective Summary
R2-1 [1]
(2.2)
The Equipment Under Test (EUT) shall be tested using either the "contact discharge" or the "air discharge" method of International Standard IEC 61000-4-2, First Edition, 1995-01 (hereinafter referred to as "IEC 61000-4-2").
R2-2
(2.2)
[2] The EUT shall be tested to both the immunity criteria for normal operation and to the immunity criteria for installation and repair.
R2-3
(2.2.1)
[3] The EUT shall not be damaged and shall continue to operate properly when subjected to ten discharges of each polarity, both positive and negative, at Severity Level 2 (4 kV) and Severity Level 4 (15 kV) for air discharges, or at Severity Level 4 (8 kV) for contact discharges, of IEC 61000-4-2, Clause 5. A total of 40 air discharges or 20 contact discharges shall be applied to each test point selected in accordance with Sections 2.4.3 and 2.4.3.1. The test method of IEC 61000-4-2, Clause 8, shall be used (see Section 2.4). Service-affecting responses, unless within system operating limits, and manual interventions (see Section 2.3) shall not occur.
O2-4
(2.2.2)
[4] The EUT should not be damaged and should continue to operate properly when subjected to ten discharges of each polarity, both positive and negative, at Severity Level 2 (4 kV) and Severity Level 4 (15 kV) for air discharges, or at Severity Level 4 (8 kV) for contact discharges, of IEC 61000-4-2 Clause 5. A total of 40 air discharges or 20 contact discharges should be applied to each test point selected in accordance with Sections 2.4.3 and 2.4.3.1. The test method of IEC 61000-4-2, Clause 8, should be used (see Section 2.4). Service-affecting responses, unless within system operating limits, and manual interventions (see Section 2.3) should not occur.
R2-5
(2.2.2)
[5] Equipment that does not satisfy Objective 2-4 (O2-4) shall have cautionary labels on the equipment and system documentation indicating ESD sensitivity and warning that ESD-mitigative procedures, such as the wearing of a wrist strap, be used during installation and repair.

Table I. Requirements and objectives for NEBS compliance take the form of these samples from Section 2 of GR-1089.
